The Newberg City Council met on July 18, 2022 and took the following actions: Mayor Rogers opened the discussion on Measure 109, regulating the manufacture, delivery, purchase, and consumption of Psilocybin. City Manager Worthey gave his City Manager report on monthly statistics to May 31, 2022. There was discussion regarding claims and building inspections. Mayor Rogers read the proclamation declaring Clarence Lever's 100th birthday. Approved Resolution 2022-3849, A Resolution adding Tuition Assistance to the Employee Manual Approved Resolution 2022-3851, A Resolution approving the Cultural Exchange Trip to Poysdorf Austria as an Officially Sanctioned Economic Development Trip Per ORS 244.020 Approved Resolution 2022-3855, A Resolution recognizing the expanded library service area for Newberg. Approved Ordinance 2022-2901 An Ordinance approving a health hazard annexation of a 0.41 acre property, plus 9,000 square feet of area of the adjacent right-of-way, into the City of Newberg and change the zoning from Yamhill County VLDR-1 to Newberg R-1 (Low Density Residential) for property located at 700 NE Camellia Drive, Tax Lot R3207AA-00600 and Repealing Ordinance No. 2021-2875 to be read by title only Approved Ordinance No. 2022-2900, An Ordinance vacating S Garfield Street between E First Street and E Second Street, the entire portion of the north/ south alley between Garfield Street and S Washington Street that intersects with the east/west alley, and approximately 70 feet of the eastern end of the east/west alley west of S Washington Street between E First Street and E Second Street Approves Ordinance No. 2022-2903, An Ordinance repealing Ordinance 2008-2704, and establishing a new procedure for Council Compensation to be read by title only. Approved Ordinance No. 2022-2905, An Ordinance Declaring a Ban on Psilocybin Service Centers and the Manufacture of Psilocybin Products to be read by title only. Approved Resolution No. 2022-3856, A Resolution Referring to the Voters of the City of Newberg a Measure Proposing a Ban on Psilocybin Service Centers and the Manufacture of Psilocybin Products and Adopting a Ballot Tittle and Explanatory Statement Approved Resolution No. 2022-3850, A Resolution Introducing Rules for Council Sub-Committees and Boards.
