End to Wheeler Street; 4th Street from "E" Street to "F" Street; alley from Ash to Vine in the block between Main and Park Street; Elmore from Hiatt to Williams; Grant (widening) from 2nd to 3rd; ordering the same to be done by contract to be awarded to the lowest responsible bidder and directing the City Recorder to publish notice inviting proposals for bids and declaring an emergency
