Levying against the property specially benefited thereby, assessments for the cost and construction of storm sewers within the Drainage District described as follows: Beginning at the intersection of the center line of Franklin Street and the center line of Milton Street and running thence East along the enter line of Milton Street to the Northwest corner of Walnut Park Addition, thence South along the East line of Walnut Park Addition to the Southeast corner of said addition, thence West along the South line of said addition to a point which is East 75' from the East line of Franklin Street, thence South 80', thence West to the Center line of Franklin street, thence North along the center line of Franklin Street to the place of beginning; and declaring an emergency
