Levying against the property specially benefited thereby, assessments for the cost of the construction of a lateral sewer, beginning at the end of the present sewer in the alley in Block 2, Queen Ann Addition at a point approximately East from the NE corner of Lot 4, in said block, running thence South in said alley to a manhole to be constructed about North 20' and East 6' from the SE corner of Lot 11 in said Block , and declaring an emergency.
