F. Request for Authorization to Conduct a Public Hearing to Amend National Standards of Performance for New Stationary Sources of Air Pollution, OAR 340-25-505 through 340-25-553. G. Request for Authorization to Conduct a Public Hearing on Proposed Changes in air Contaminant Discharge Permit Fees and Other Requirements and to Amend the State Implementation Plan. H. Request for Authorization to Hold a Public Hearing on the ·Construction Grants Management System and Priority List for 1988. I. The Commission may, however, wish additional information on these items and accept comments from interested persons or call on interested persons to answer questions. This opportunity shall not replace comments at public hearings. Public testimony will be accepted on all other items. * K. Proposed Adoption of Amendments to OAR 340-60 and 340-61 to Require Annual Submittal of Recycling Reports, Amend List of Principal Recyclable Materials, and Change Telephone Number on Used Oil Recycling Signs. L. Proposed Adoption of Order Requiring the City of Portland to Provide the Opportunity to Recycle. M. Appeal of Air Contaminant Discharge Permit by Husky Industries (Royal Oak Enterprises, Inc.). N. Informational Report: Status of Ogden-Martin Systems of Marion, Inc. Resource Recovery Facility. o. Informational Report: Proposed Approach for Establishing Total Maximum Daily Loads (TMDLs) as a Management Tool on Water Quality Limited Segments of stream stretches. P. Issue Paper: Determination of Percent Allocable for Pollution Control Tax Credits. After the meeting is adjourned, the Commission members will tour the proposed landfill sites. Because of the uncertain length of time needed, the Commission may deal with any item at any time in the meeting except those set for a specific time. Anyone wishing to be heard on any item not having a set time should arrive at 9:00 am to avoid missing any item of interest. The Commission will have breakfast (7:30 a.m.) at the Avenue.
