Minutes of the March 13, 1981, Commission meeting. B. Monthly Activity Report for February, 1981. C. Tax Credit Applications. D. Solid waste rules - Request for authorization to conduct a public hearing on amendments to Solid Waste Management Rules, OAR 340-61-005 through 61-040. E. Vehicle inspection rules - Request for authorization to hold a public hearing on proposed amendments to the motor vehicle emission control inspection test criteria, methods, and standards, OAR 340-24-300 through 24-350: '1. Test method modifications for 1981 and newer light-duty motor vehicles. '2. Updating inspection program standards for light- and heavy-duty motor vehicles. 3. Upgrading of equipment specifications for licensed fleet inspection operators. 4. Solicit public comment on all aspects of the rules governing operation of the Portland-area motor vehicle inspection program·; -5. Emergency adoption of rules extending the enforcement tolerance through 1981. PUBLIC FORUM ~ F. Opportunity for any citizen to give a brief oral or written presentation on any environmental topic of concern. If appropriate, the Department will respond to issues in writing or at a subsequent meeting. The Commission reserves the right to discontinue this forum after a reasonable time if an unduly large number of speakers wish to appear. Adoption of changes to standards of performance for new stationary sources, OAR 340-25-505 to -535. J. Consideration of temporary rule adoption to extend compliance dates for vapor control at gasoline storage, transport, and dispensing facilities, OAR 340-22-107(3), -110(3), -120(2), -130(1}, -137(1), and -137(2). K. Amendments to OAR 340-30-010 to 340-30-045, wood particle dryer rules for Medford area. L. Public hearing and consideration of adopting proposed new Plant Site Emission Limit (PSEL) Rule and New Source Review (NSR) Rule for both non-attainment and attainment (PSD) areas and proposed revocation or modification of existing rules, as follows: ·1. Special permit requirements for sources locating in or near non-attainment areas, OAR 340-20-190 through 198; 2. Criteria for approval of new sources in the Portland Special AQMA, OAR 340-22-005 through 025; 3. Specific air pollution control rules for the Medford-Ashland AQMA, OAR 340-30-110; 4. WORK SESSION The Commission reserves this time if needed to further consider proposed action on any item on the agenda. Because of the uncertain time span involved, the Commission reserves the right to deal with any item at any time in the meeting except those items with a designated time certain. Anyone wishing to be heard on an agenda item that doesn't have a designated time on the agenda should.be at the 0 meeting when it commences to be certain they don't miss the agenda item.
