Hello Rob.

I read the September 2014 Progress Report sent by e-mail on October 15, 2014 (see below) and have the following comments on the status of documents submitted to DEQ and referenced in Section 3.0, including:

· “DEQ Request for Supplemental Information on Location of Former Industrial Use Supply Well, Mult 802, NW Natural Gasco Property,” (dated August 13, 2014) prepared by Hahn and Associates, Inc. (Basalt Well Plan); and

· “Gasco Groundwater Source Control Extraction System Phase 1 Step 5 Test Data Report,” prepared by Anchor QEA and made available for download on September 9, 2014 (Phase 1-Step 5 Report).

During a telephone call on with you on September 29, 2014, I provided verbal approval to proceed with the geophysical survey described in the document clarifying that additional work may be required pending the outcome of the geophysics.

Phase 1-Step 5 Report

For clarification, DEQ considers the Phase 1-Step 5 Report to be a data submittal and will not be providing comments on the document. That said, DEQ previously discussed, commented on, and approved (or acknowledged) work recommended by NW Natural in the document. Besides providing the data collected during the fifth Phase 1 test of the HC&C system, the Phase 1-Step 5 Report made recommendations for drilling and installing two additional upper Alluvium WBZ extraction wells. The report also recommended performing a Phase 1-Step 6 test of the HC&C system with the two new wells operating.

In an e-mail dated August 8, 2014, Anchor informed DEQ of the proposal to construct the two additional extraction wells. Drilling and installation of the wells were discussed by telephone on August 13th and August 19th. Agreements reached during the conference calls are summarized in an August 21st e-mail prepared by Anchor. As indicated in the September 2014 Progress Report, installation and development activities associated with the two additional extraction wells (designated PW-15U and PW-16U) were completed by mid-September 2014.

Regarding the Phase 1-Step 6 test, Anchor informed DEQ of the test parameters in an October 6th e-mail. DEQ discussed the parameters with Anchor on October 8th. During the October 8th call DEQ acknowledged receiving the test parameters and informed Anchor that testing could proceed. DEQ provided written confirmation of the October 8th discussion in an e-mail sent on October 21st. The Phase 1-Step 6 test was completed during the weeks beginning October 13th and 20th.
