Subject: Santosh Landfill, ECSI # 1383; Nov. 30, 2007 site visit
Attendees: Bob Schwarz, DEQ
Celina Abercrombie, Hart Crowser
Jared, Henderson Land Services
I visited the Santosh site on Friday, November 30, 2007 to observe final work on the constructed wetlands that serves as mitigation for wetland destroyed as part of construction of the extended berm on the south side of the landfill. Jared from Henderson Land Services was placing the last of 700 plants in the constructed wetland. He noted that herbicide was not applied because it was too wet. (This is allowed under the wetland mitigation permit with certain conditions.)
During this visit, I inspected the newly constructed side slope over the leachate seeps. See photos under E:\Santosh\photos.
I also inspected the landfill, including all perimeters and top for leachate seeps. No significant seeps were observed. I noticed a small amount of standing water north of MW-3, which is above the worst of the seeps recently corrected.
Celina recommended that the constructed wetland area should be inspected in late February or earl March. During that visit, we should hand pull any reed canary grass appearing within the constructed wetland. Do not spray pesticide without first talking to her. See if the live stakes are damaged. We should inspect every 2-3 months. Celina will return for permit monitoring around September 2008. We should leave silt fence in place until February or March.
