Bids for the Santosh Landfill capping project closed yesterday. Four firms submitted bids. Their bids are attached (I pulled them off of ORPIN.) Bid amounts are as follows:

Northwest Earthmvoers, Inc. - $3,702,772

Kerr Contractors, Inc. - $3,997,456

LS Hendriksen Construction, Inc. = $4,338,405

Envirocon, Inc. - $4,445,869

Steve Campbell and Mary Mattison (DAS) are reviewing the bids and checking references for the low bidder, NW Earthmovers. Tentative schedule, assuming Northwest Earthmovers' bid is ok:

Notice of intent to award - Wednesday, May 28

End of 7-day protest period - Wednesday, June 4

Execute contract - Friday, June 6

Other notes:

These bid amounts include Hart Crowser costs, which are based on the number of working days proposed by the contractor. Northwest Earthmover estimates construction will take 100 days, at 6 days/week. I plan to attend the first couple of weekly site meetings to get a sense of how things are going. Tim and I should then discuss how many subsequent meetings we should attend.

The low bid exceeded Hart Crowser's estimate ($3,334,261) by 11 percent. Because all bids exceeded the State's engineer's estimate, State rules allow us to explore value engineering options with the contractor (ways to reduce costs while maintaining an acceptable product).

The bids are based on Hart Crowser's estimate of quantities. Actual quantities will be determined during the project, which could result in an increase or decrease of the project cost.

I suspect there will be some costs similar to post-closure costs at other landfills as Bob mentions, periodic monitoring and maintenance. Also any effort we spend looking for a partner to take over this? Beth, I'm assuming you need an estimate of those costs? Tim, can you give Beth an estimate?

Hi Beth,

I need to bring Audrey and Tim in on this question. I don't anticipate spending a lot of money on Santosh after we complete this year's construction. There will be monitoring and maintenance, though we have discussed finding a partner who hopefully would take over some or all of this work. Tim or Audrey - any thoughts?

Another question: Do you have any idea what additional costs there might be at Santosh, after you’re done with this work? My primary interest is in whether we think we’ll be spending more money next biennium (beginning July 1 2009), but I guess I haven’t asked whether you expect to have any significant cost this biennium, once this work is done in October.

If you haven't turned in this cost estimate yet, Craig Dockter mentioned today that he did not include a contingency on his estimate. I knew that, but I thought the numbers were sufficiently high. A 10% continengcy would add $340,000 to the $3.4 million estimate. So we may want to say $3.7 million instead of $3.4 million.

DEQ time (has been averaging $4,500/month during caldr. Yr 2007;

Hi Bob,

Beth says we don't have enough limitation to spend more than about $500,000 for Santosh from the SWOA for this biennium. We will probably need to go to E-Board and ask for additional limitation sometime early next year (after January 2008).

I just let her know that we would be spending at least $117,000 this fiscal year. For some reason, I thought that our overall costs for next year's project are probably going to be in the $3-4 MM range. Would you give us your best estimate of what next year's work at Santosh will cost? Then we should plan out, with Beth and Al and whoever else we need to, when to go to Eboard to get additional limitation to spend that money.
