Council met at their regularly scheduled meeting and took the following actions: 1. Approved the Consent Calendar, Resolution 2025-3999 to renew the franchise with Northwest Natural, and Resolution 2025-3997 approving edits to the Master Fee Schedule. 2. Moved the Grant Policy, Resolution 2025-3991, out of the Consent Calendar for discussion and passed unanimously. 3. Adopted the new Council Rules, Resolution 2025-3998 4. Had a discussion regarding Student Commissioners, decided to direct staff to work on changing city code to have the student seat optional rather than mandatory.
