The Sandy Blvd, 230th Ave to 238th Dr project will acquire part of Tax Lot 110 at Townsend Business Park for a right turn lane. Since that area would have to be graded for new pavement, ODOT plans to collect surface soil samples this month if we can get the right-of-entry. I had something to do with the arsenic change, If you ever feel the need to talk about it, give me a call or email. Also, I just learned today I will be becoming the DEQ project manager for Townsend farms again, starting next week- so I guess I am your guy. I will clean up the administrative file starting next week, and get the history straightened out. The clean fill screening level (CFSL) for the DDT compounds is 21 ppb. The CFSL for arsenic in the Portland Basin is 8.8 mg/kg which is quite a bit different from what everyone was using back in 2006. I would suggest the potential for some low levels along Sandy Blvd. are possible, and it might be prudent to collect a few composite samples for the purpose of decision making. The results were not consistent, but there were some samples on lot 10 that had low level detections. As you know, there is a completed RI in ECSI, then there was an owner change and they stopped all work. The surface soils throughout all of east Multnomah county are affected by low levels of DDx, dieldrin and heptachlor (the usual suspects). We can discuss at your convenience. Widening will require taking a strip of Tax Lot 110 for new roadway and sidewalk. Do either of you know if the topsoil on Tax Lot 110 might be contaminated with pesticides adjacent to Sandy Blvd? I suspect it is. Who is the consultant currently working on that site? Thanks, Charles Schwarz, RG ODOT Region 1 HazMat Coordinator 123 NW Flanders St. Portland, OR 97209 503-731-8290
