This sounds reasonable to me. When you prepare the letter with the monitoring data, could you also make a statement in it about decommissioning of other wells under similar circumstances and/or under similar criteria?
In addition, Jill Kiernan, DEQ Engineer, and I have reviewed the TGA trench modification work plan and wanted to let you know that we agree with this approach. I wanted to let you know verbally (via email) so that you could move forward with arrangements since you did want to do this work while it is still in the dry season. I will be preparing a letter for you today or tomorrow and will email a copy then follow up with a hard copy. The only issue we see is that there may not be enough monitoring down gradient of the new extension but we believe that we can work through that in the next month or so and that you could get started on construction now. Let me know if you have any questions on this.

Hello Mavis,
I’m emailing to check in with you re: TSA monitoring well MW-26ds, which is located on private property in the far eastern part of the TSA remedy area. (See location map attached.) It’s located on property owned by Mr. Brad Fudge at 20918 NE Sandy Blvd, Fairview.
I spoke with Mr. Fudge yesterday and he expressed some interested in decommissioning this well to clear the way for property development. As I understand, he is building a storage rental unit in the area where MW-26ds (Upper TSA) and its companion well MW-26dg (Lower TSA), are located. By decommissioning one of the two wells, it would free up some of the development constraints.
In reviewing the data, it seems to me MW-26ds might be a suitable decommissioning candidate, in that VOCs have been compliant with remedy cleanup levels for the last three years (since May 2002). During that time TCE has been the only constituent of concern present at detectable levels, and those concentrations have declined steadily from 5.0 to 0.5 ug/L from May 2002 to August 2005. I’m attaching a table of the MW-26ds VOC data since May 2002, for your reference.
The well has been sampled since 1994, with an historic high of 54 ppb TCE in November 2000. Cascade began remedy extraction at EW-21 in November 2000 to address the MW-26ds detections, and MW-26ds TCE concentrations have steadily declined since. As a result, EW-21 was approved for pilot shutdown in August 2004. The MW-26ds detections are in the Upper TSA and are believed to be associated with an “escaped slug” of the plume that was drawn back toward the site after final remedy pumping began in 1998.
Lower TSA well MW-26dg contains detectable TCE (13 ug/L in August 2005) and isn’t recommended for decommissioning at this time. (The MW-26dg detections are being remediated by extraction at Lower TSA well EW-16.)
If you think decommissioning is a suitable step, I’ll write a letter plan, with a location map, well log, and historical VOC well data, for your review.
Also, FYI, Mr. Fudge has been in communication with Bruce Gilles. I emailed him your phone number as the current project manager for the remedy. He may be in touch with you.
