Krysta, thank you for this update. Based on MFA’s and their subs’ past experience under multiple DEQ approved plans for other building demos on the property, including prior demolition of a burnt structure, I am comfortable to move forward without an approved RAP. Is it possible to get a general RAP outline with general elements of the work before work begins? Also, can you provide lab results as they become available?

Hi Mark,

We’d like to provide an update on the status of work for the next phase of demolition at the former Blue Heron Mill site.

We have completed all required City permitting applications. The City has provided email approval of the demolition of the fire-impacted structures.

Terracon completed asbestos and TCLP sampling of the fire debris last Friday. Asbestos results were nearly all ND (only one sample with <1% chrysotile). TCLP results are still pending.

We are turning our focus to preparation of the Removal Action Plans (RAPs) for DEQ review. We have broken the structures into the four complexes as outlined in the attached Figure 1 (the Digester Complex, the Paper Machine Complex, Paper Machine No. 4, and the Deink Complex). We will prepare one RAP for each complex, first prioritizing the RAP for the fire-impacted Paper Machine Complex.

Given the fire-related safety concerns, The Confederated Tribes of the Grand Ronde would like to begin demolition of the Paper Machine Complex next week, pending final City sign off. We recognize this expedited timeline to alleviate safety concerns associated with the fire does not allow for our typical RAP preparation/DEQ review/approval process for the Paper Machine Complex. We would like to request your approval to proceed with commencement of the Paper Machine Complex demolition prior to finalization of the RAP. We anticipate we will complete our draft Paper Machine Complex RAP by the end of next week. Is this approach acceptable to the DEQ?
