The proposed rule expands the scope of the emissions cap to include an addional 900,000 MT CO2e from EITE sources that were not included in the 2021 CPP emissions caps and the 2025 cap level has been adjusted by this amount. The 2035 and 2050 emission reduction targets remain a 50% and 90% reduction, respectively, adjusted for this increased cap coverage.
