b) Traffic Safety Commission Meeting Minutes April 10, July 24, and October 2023.
A councilor raised concerns about the minutes from July regarding nuisance vehicles surrounding the definition of “we” in the minutes to delegate responsibility. It was decided that the “we” was TSC.
Action: Approved consent calendar items as presented, and address the definition as discussed.

STAFF REPORTS & GENERAL INFORMATION
a. Police
i. NDPD representative Sgt. Brian Hagan said the department is planning to engage in a pedestrian safety operation around the downtown corridor in the first week of February.
b. Engineering
i. City of Newberg PE Senior Engineer Brett Musick provided an update on local engineer projects including surveying sidewalks for the ADA ramp project, the delay of the N Main and Illinois Street study, and the ODOT red light cameras.
OLD BUSINESS:
1. Future Tasks for TSC
The Traffic Safety Commission discussed future tasks, particularly focusing on items related to traffic calming, the master plan, the municipal code, and the transportation system plan update.
Commissioners discussed the Future Tasks for the Traffic Safety Commission goal list and addressed each goal, finding opportunities to merge and consolidate efforts. They also discussed forming sub-committees to accomplish dedicated goals.
Action: Motion to review Future Tasks for the Traffic Safety Commission list for tasks to keep, drop, or merge.

2. Meeting Frequency
Commissioners talked about the frequency of the TSC meetings debating between every other month and every three months. The meeting frequency will remain the same at every three months.
Action: Move the Traffic Safety Commission meetings from starting at 7 p.m. to 6 p.m.

NEW BUSINESS:
3. TSC involvement with future Transportation System Plan Updates
Commissioners agreed this action item was addressed with the previous conversation and motions.
COMMISSIONER COMMENTS:
City of Newberg Commissioner Mike McBride addressed concerns around the intersection of College Street and OR 99W and encouraged persistence when calling on ODOT to address safety concerns around the intersection.
