I am including Rian Hooff, who is listed as our contact related to these requests, and I am working closely with regarding these requests.
Mac, I am attaching a form Oregon CWSRF developed (short/hopefully user friendly ) specifically for Congressional Directed Spending requests.
We ask for community and project information including a brief description of the project including how the project demonstrates a water quality benefit.
Note: this not a formal evaluation of the project as Oregon CWSRF has a specific application, review, and scoring process (Molalla is familiar with)--this is for purposes of helping to determine project eligibility specific to CDS requests.
If you (or someone on behalf of the City) can complete the form and send it to me, DEQ will review and draft a “technical letter” addressing project eligibility per guidance regarding Congressional Directed Spending.
We intend to turn his around in order to meet the deadline.

I have included Chris Marko, SRF Program Coordinator, and Oscar Orejel, Senior Loan Officer, on this response because they would be the ones to draft this letter.
Chris and Oscar – Can you help meet Molalla’s deadline (1 March) and request below for a letter for Sen Merkley?
I am hoping we have examples from the ARPA Bus OR review process, and therefore this will be fairly simple.
The project is an active SRF project, so obviously SRF eligible.
This is in reference to the Molalla WWTP project – the one we attended the Jan 2020 1-stop for in the pouring rain!
SRF accepted the application(s) in April 2020 – for both permanent and interim financing they were noticed on the next IUP.
R66101 - The loan for SRF permanent (for design funds) was signed in Oct 2020.
Ap 66100-20b – the application for SRF Interim (USDA) funds is still in development (Enviro Review).
Please let me know if you have questions, or I can point you to files that will expedite this on behalf of Molalla.

Hi Rebecca,
We’re in the process of trying to access some Federal funding for the WWTP through Senator Merkley’s office and one of the requirements is:
“All wastewater infrastructure projects require a letter of the Oregon Department of Environmental Quality certifying that the project meets the requirements of the Clean Water State Revolving Fund.”
I’m hoping you are able to provide this and unfortunately we need it by March 1 to turn in the application on March 2. We just got the access to get our request in and weren’t aware of these requirements until now. Please let me know either way and thank you for your support!
