Date Action Requested: August 15, 2022

Adopt Resolution No. 2022-3845.

Executive Summary:

The City of Newberg has been working on a Safe & Reliable Water Future program since 2018. As part of this programs evaluation it has been identified to replace the aging and seismically deficient existing water treatment plant with a new ground water treatment plant. Thus far land has been acquired from WestRock, and annexation is underway of the acquired land (portion within the Urban Growth Boundary). Staff additionally has been discussing funding options for the new groundwater treatment plant. It has been identified that the Water System Master Plan needs to be amended to include the new groundwater treatment plant in order to be eligible for possible grant and loan funding sources.

The City Council is not asked to make a decision on these proposed changes at this time; only to initiate the amendment so that the proposed changes can be studied through the public hearing process. If the Council initiates the amendment staff will then schedule the item for a Planning Commission public hearing to develop a recommendation. The Planning Commission recommendation would then be brought to the City Council for a public hearing and final decision.

Fiscal Impact:

Funds have been budgeted in 04-5150-707629 for Professional Services to hire a consultant to prepare the addendum to the Water System Master Plan. Staff time is also allocated to prepare and process the request.
