Rep. Lewis – We have three (3) projects that we can accomplish reasonable quickly, or, we are in the beginning stages of accomplishing as follows:

Police expansion – $350,000

Explanation - During the Wildfires, the inadequate space we have for our Police Department was even more evident. Molalla Police/City Hall was ground zero for all phases of law enforcement activities in south Clackamas County. We are preparing to construct a new facility but that project is a few years out. In order to create interim space, we are moving Municipal Court and City Council Chamber to a separate city building. This creates a three phased process:

  1. 1. The space vacated by the Court Room will house the Police Chief, Lieutenant, office staff and a CJIS secure interview room.
  2. 2. 3 Sargent’s will move into the Chief’s office and the Squad Room will be remodeled by removing walls and creating a lunch room.
  3. 3. City Building will be remodeled to accommodate both Municipal Court and Council Chambers.

 

Timing – May/June 2021 – December 2021.

Molalla Forest Road Bike/Ped/Park - $800,000

Explanation – We are in the process of purchasing 5 acres of park land along Molalla Forest Road north of Hwy 211 for $400,000. Once the property is purchased we will connect Molalla Forest Road to Hwy 211 through a bike/ped path. The north access on Molalla Forest Road will include access/safety improvements for the Bear Creek Subdivision traversing north out of this neighborhood. This bike/ped path and safety access to the north is an important connection for transportation disadvantaged and lower income residents of the subdivision. Multiple access points is important during an evacuation as we experienced during the Wildfires.

Timing – Summer/Fall 2021. We are in the final stages of property purchase, preliminary design is complete, Council support.

Molalla Forest Road reconstruction – $6.5 million

Safety route for emergency access and evacuation.

We can always use additional funding for biosolid removal and Inflow/Infiltration work. Our sanitary sewer plant retrofit is not quite ready for project funding.

Thanks Dan. The project you mentioned might qualify. Do you have anything that would relate to the fires last September? There is no specific requirement that there be a relationship, but it helps. If not, I would need specific information on a project, i.e., total cost, when it will be ready to go, funding sources and specifics with regard to the amount needed from the State. It has to be a one-time funding project with no on-going expenses. Examples from around the District include $500k for a Police/City Hall facility construction project that is ready to go, funding to cover costs associated with the fires that were not covered by FEMA reimbursement, broadband buildout and a one-time communication upgrade. Maybe something to complete your waste water plant upgrade would fit.

The bike/ped path connection could be a good one if you can get me some specifics on the ask and other funding sources, assuming it is something you want to do soon. We have about a week to put together the expenditure plan. This is ARPA funding coming to the State.

Representative Lewis – I apologize that it has taken the day to return your call regarding funding. Absolutely, the City of Molalla has projects in need of funding. All of our projects are identified within our Capital Improvement Plans and generally have partial funding going out three to five years. We can give you specific project descriptions but one in particular includes public park development, bike/ ped path (Molalla Forest Road) connection to Highway 211 and neighborhood safety access.
