Maybe. Depends on what they are trying to get at. If you tell ODOT to do a study on themselves then it will either come back glowing or apply another layer of bureaucracy to their process.
Perhaps better language would be, “ODOT shall hire a consultant specializing in policy/planning/project delivery to get feedback from local communities and downtown businesses regarding implementation of state highway regulations and its effect on downtown districts. Consultant shall report findings directly to Joint Committee on Transportation.”

Hi Rural Clackamas Mayors and City Managers,
We wanted to share there is a public hearing on Thursday for HB 3304, which would allow ODOT to study the impact of state highway regulations on rural downtown districts. The county does not plan to take a position on this bill, but we thought you might be interested.
