Subject: HB 4042 and 4043

Dan and Gerald;

I want to give you both an update on HB 4042 and 4043. HB 4043 is the bill that has to do piping materials. I learned this morning that the bill will be going to the committee on Water. I met with the vice chair of the committee this morning and am pushing to send it to an interim work group rather than pass it this Session. That way all of the stakeholders will have an opportunity to work through the concerns. The best alternative in my view would be for the bill to die, but a work group would be a compromise. I’m not on that committee, but I have provided my input to the Vice Chair of the Committee and will discuss it with other committee members as well. It would be helpful if cities would send letters to the committee asking it to go to a work group. Perhaps the best avenue for that would be to coordinate those efforts through LOC. Just a suggestion.

The 2nd bill of concern to Molalla is HB 4042 and would require cities to give preference on contracts to contractors who have an emergency management certification. That bill is scheduled to come before Veterans and Emergency Preparedness, a committee that I am on and serve as vice chair. I met with the chair this morning and voiced my concerns. He is sending in an amendment to the bill that would have it apply only to state agency public contracts.

I had a message from Councilor Newland and provided this information to the Councilor as well.
