Hi Rick,
I’ve asked our Oregon Branch of the American Public Works Association to not be in support of the proposed bill. Proponents of the bill are contacting our City Council by email.

Subject: Draft bill for upcoming short legislation - Water materials
HI Mike and Tony,
We heard from our state representative that proponents for suppliers of water materials are pushing on a potential bill to allow contractors to substitute materials regardless of an agencies requirements for specific material. I’m hoping that Oregon APWA will come out against that bill and share their position with the League of Oregon Cities who also opposes the bill. Decision of material requirements for infrastructure should be left up to local agencies and not state legislators, suppliers, or contractors. Thanks and let me know if you have any questions.
