Subject: Question for Administrator Wood and Deputy Administrator Love

Mr. Wood and Ms. Love,

I just read the draft “Summary of Key Provisions of Oregon OSHA’s DRAFT Temporary Rule Addressing COVID-19” and am sure that other municipal/county/state government executives and managers, elected officials, local law enforcement, and other emergency services providers will be sending comments and asking similar questions.

My question to you is what 100% grant funding mechanism will Governor Brown be putting in place so that the City of Molalla can utilize these state funds to expedite the construction of a new police facility, remodel City Hall, and remodel other City facilities to meet OSHA’s requirements. Will this funding include purchase of new fleet vehicles to accommodate these mandates? I’m excited for the chance to fund construction of new facilities, remodel of existing facilities, and purchase new vehicles and equipment utilizing state funding. At the same time, I‘m somewhat concerned at what programs, such as law enforcement, schools, or others, may see funding cuts to allow for Governor Brown’s vision to be fulfilled.

While we are all concerned about COVID and other infectious diseases in the workplace, we are equally concerned about the financial viability of our organizations and the financial strain of mandates, such as these, can have upon our ratepayers/taxpayers. I look forward to your written response. Thank you for your time.

Regards,

Gerald Fisher, P.E. | Public Works Director
