It is the 211 project. We’ve rescinded ODOT’s authority to draw from our account and are requiring them to invoice us. They are in a lather right now because they screwed up by pulling $400,000 out of our account that they weren’t supposed to do. Hi Rick,

My opinion. ODOT is an organization that lacks any measure of accountability for public funds. ODOT has good staff working for them, but they are handcuffed to an organization with built in bureaucracy without accountability and blank check to waste money. The leadership in the organization with the power to fix the organizational problems has not been given a mandate by the OTC or legislature to clean up their act. Their financial system was antiquated 15 years ago and the organization is resistant to innovation and change. They talk about it, study it, have meetings about it, but nothing good comes of it. When the do roll out another ODOT “vision” it becomes another layer of bureaucracy on top of the existing mountain of the same. I also believe that the DOJ controls a large part of what ODOT does. Instead of DOJ, how about the state reorganize DOJ by taking some of their attorneys and making them ODOT employees that have no ties to DOJ. They can process their own legal documents based on the needs of ODOT and not the needs of the state or the bloating of the DOJ. That way DOJ can focus on criminal and other high priority executive/legislative/judicial needs.

I told Dan several months ago that I have no interest in applying for a federal grant for ODOT roadway improvements run through ODOT because of the monumental waste of public funds. It never ends. Will let you know what the full impact of project costs are when this disaster is done.

I was afraid this would happen. Cindy is in the process of calling to rescind our authorization for ODOT to draw from our LGIP account. From now on we will be sending checks into your organization for projects. Unfortunately, accurate accounting for our projects is impossible to track through the ODOT’s system. Our $2M project has ballooned into a $3M project and all of the state legislations extra funds ($750K) set aside for additional improvements has evaporated into the base project. Without project cost controls and oversight on federal projects run by ODOT, we have no choice but to go in this direction in order to protect local funds.

ODOT received your check #30101 in the amount of $305,692. Thank you for your timely payment.

Our Financial Services department let me know that we also received an LGIP payment on 6/15/20 in the amount of $400,000 and I don’t know what it is for. The description they received only says project payment. Can you please help us identify what this payment is for? Could it possibly be a duplicate payment for IGA 30502? It is close to the amount we originally requested, but that was paid already by the 2 checks. I only ask because I know there were discussions in regards to using LGIP for the CON phase of this project when ODOT first requested the advance deposit.
