CITY OF NEWBERG TRAFFIC SAFETY COMMISSION MINUTES

MONDAY, April 11, 2022 7:00 PM

Zoom Meeting

 

“Mission Statement: To give the citizens of Newberg a forum to voice traffic safety concerns, evaluate related issues, provide a liaison with the City and promote traffic safety within the community.”

 

I.  CALL MEETING TO ORDER

Chair Roos called the meeting to order at 7:00 PM.

 

II.  ROLL CALL

 Doug Rux, Community Development Director

 Brian Hagen, Police Sergeant

         

III.  PLEDGE OF ALLEGIANCE

The pledge of allegiance was performed.

IV.  PUBLIC COMMENTS

Daniel Lindsey supported changing the residential streets to 20 mph. He also thought there should be no turning on red where pedestrians were allowed to cross and suggested a tracking system for noisy vehicles.

 

V.  CONSENT CALENDAR

A. Traffic Safety Commission Meeting Minutes January 10, 2022

 

MOTION: Klein/Carleton moved to approve the January 10, 2022 minutes. Motion carried (9 Yes/0 No).

 

VI.  STAFF REPORTS & GENERAL INFORMATION

Sergeant Hagen discussed the crash data he had provided to the Commission which showed the general areas where crashes were occurring. There were 288 crashes in 2021. April was Distracted Driving Awareness Month.

 

There was discussion regarding the crash data and using red light cameras at intersections.

 

Community Development Director Rux gave an update on developments in the City.

 

There was discussion regarding parking regulations, on street parking vision clearance issues, number of projects in the City, middle housing, and engineering review of land use applications.

 

City Engineer Hofmann reviewed the active issues log and gave project updates.

 

There was discussion regarding crosswalks on College Street and visibility at Villa Road and Mountainview Drive.

VII.  OLD BUSINESS

A.   2022 Work Plan

The 2022 Work Plan had already been discussed at the last meeting.

 

B. Data Requests

The data had already been received. There was discussion regarding speeding on Crestview.

 

C. In Person Meetings

There was consensus to continue to meet virtually instead of in person.

 

VIII.  NEW BUSINESS

 A. Distracted Driving

City Engineer Hofmann shared information from Oregon Impact, discussed the statistics about distracted driving, and described what had been done on social media for education. She asked if staff should be doing anything else.

 

The Committee suggested putting up flyers in City facilities, getting information out to high school students, putting it out on personal social media, submitting a Newberg Graphic article, putting it on the City’s website, outreach to college students, and an accident reconstruction program.

 

 B. Complete Streets

City Engineer Hofmann gave a presentation on complete streets. She explained what complete streets were, design elements of complete streets, pros and cons, history of Oregon’s complete streets policies, plans Newberg had adopted that advanced complete streets concepts, implementation today, and possible options for the Commission.

 

There was discussion regarding creating a subcommittee of the Traffic Safety Commission and Planning Commission to work on it, ADA accessibility, taking commercial traffic off of downtown, Transportation System Plan, and how environmental aspects should be included in complete streets.

 

IX.  COMMISSIONER COMMENTS

 Commissioner Klein asked for staff to bring back the revised mission statement to the next meeting.

 

Commissioner Woodruff asked about options for bike lanes for new development in downtown instead of marking bike lanes when the rest of the streets did not have marked bike lanes. City Engineer Hofmann said if they did not stripe bike lanes, people assumed they could park there. It was challenging to stripe them later. They could look at other options.

 

The next Traffic Safety Commission meeting would be held on July 11, 2022.
