The Newberg City Council met on November 4, 2019. The Council took the following actions: ● Appointed Gene Piros to fill the District 5 City Council vacancy. He will be sworn into office Nov. 18. ● Proclaimed November 30th as Small Business Saturday to encourage people to shop local small businesses. ● Appointed Marie Maxwell to the Citizens Rate Review Commission. ● Approved several ordinances: 2019-2848, Zoning change for property by Beaudry’s Custom Woodworking. 2019-2852, Adoption of new legal description of the Newberg city limits. ● Approved several resolutions: 2019-3612, Library Internet Use Policy. 2019-3613, Library Collections Management Policy. 2019-3615, Use of Fund 14 money for Urban Renewal study. 2019-3604, Waiver of competitive solicitation requirement for Advanced Metering Infrastructure system. 2019-3621, Acceptance of findings of final investigation report related to employee complaint. ●Approved a support letter for a George Fox University grant application. In other business, Heard from citizens concerned about lack of sidewalks by Virginia Garcia Clinic, personnel investigations at the City, support for Police administration, AFSCME union concerns, recent Patton lawsuit, communication with the community and representation. Heard activity report from City Manager Pro Tem, and an update on the recruitment for the City Manager. Fourteen people have applied so far, and the recruitment runs until Nov. 24. Discussed Council committee and community activities. Directed staff to bring back a resolution to amend the public comment section of Council Rules.
