The Newberg City Council met on August 8, 2022 and took the following actions: There was discussion regarding adding Councilor McBride to the SDC Committee. CM Worthey discussed who had filed for the November election. He then gave monthly statistics to June 2022. Discussed Resolution 2022-3863. Measure Requiring A Public Vote to Support Certain Temporary Housing and Prohibiting Support of Certain Temporary Housing Near Schools, and decided to refer the issue to the voters. Mayor Rogers read the proclamation declaring August 24, 2022 as Solidarity with Ukraine Day. To approve the appointment of Council subcommittee of Mayor Rick Rogers, Councilor Denise Bacon, and Councilor Mike McBride for a term of September 2022 to August 2023 to review the City's System Development Charge (SDCs) program and make recommendation to the Council for adoption at a future date. To ratify the Newberg Urban Area Management Commission's (NUAMC) selection of the Member At Large position of Ken Summers for a term of August 16, 2022 to August 16, 2025 Approved Resolution 2022-3862, A Resolution authorizing the City Manager to accept a Letter of Commitment in lieu of a Performance Bond for the School District Bond Projects; Approved Resolution 2022-3852, A Resolution authorizing the City Manager to enter into a construction contract with Trench Line Excavation, Inc. for the N. College Street Waterline Improvement Approved Resolution 2022-3845, A Resolution initiating an amendment to the Newberg Comprehensive Plan, VII, 2017 Water System Master Plan and Addendum - Groundwater Treatment Plant. Approved the content of the 2021-2022 Notice of Funding Availability (NOFA) for the Newberg Affordable Housing Trust Fund (NAHTF) authorize staff to proceed with notification and publication of the NOFA with a September 30, 2022 application deadline. Approved Resolution 2022-3808, A Resolution approving amendments to the Rules to Govern the Conduct of Business of the Newberg Urban Area Management Commission. Approved Resolution 2022-3807, A Resolution approving amendments to the Newberg Urban Area Growth Management Agreement (NUAGMA). The September 6 meeting was cancelled.
