These documents recorded in ECSI summarize the findings which is favorable. I was not able to locate that report in any of the archived files. Perhaps Creekside has that July 2000 PCB report and are you still in contact with them? I would want to have that for our records since the NFA will want the complete file and anyone reviewing or challenging the approval would have that available.

 

An updated Stormwater evaluation would be the other item I would need. Thanks

On the PCB confirmation sampling in 2000, it seems that Creekside knew about it but whether they found the report is a question. Also it seems like your father went through all these hoops to create a sampling plan and paid for and received the testing results, so it would be likely it was written up somewhere. That was likely the last piece your father needed to turn in for the NFA based on the historical notes. DEQ doesn’t have it since I looked in the files.

Sorry for the delayed reply. Yes, I reached out to Cretelligence after your email last week to find out where we can have a storm water plan done. The 2008 version was done by an engineer who I believe retired years ago and I can't find any contact info. Do you have any suggestions as to who would do a storm water plan?

I don't have any of the files from the earlier testing in 2000. I'll reach out to Creekside to see if I can get anything from them. They did the testing in 2000 and also the Phase 1 in 2022.

I'll be in touch when I have more info.

Hopefully you received my last email regarding the stormwater question. To issue the NFA, I’ll need to answer the two pieces:

  1. Stormwater pathway - as described in my last email sent 2/8/23, via an updated current stormwater pathway evaluation, which includes all the current structures, improvements, land uses, conditions, etc.
  2. PCB question. Which you may already have the answer to. This question arose when I emailed you the DEQ Data Gaps memo last week. It states in your Phase 1 report on page 7, 2nd bullet: “additional soil sampling performed in 2000 of surficial and subsurface soils did not identify PCBs or metals above cleanup levels or background levels”

 

I was not able to find this report, however, I did find the two documents (attached) that suggests the PCB sampling was performed. I see the lab results but no report and none of our files have this report. The results suggests the PCB concentrations are favorable and non-detect, but there is no writeup of where the sample locations are, how deep, methods, etc, and any conclusions the contractor had. If you could provide that report, then I will be able to evaluate this piece, and potentially it would satisfy the question in the DEQ data-gaps memo.
