Hi Ray,

Excellent. I would love to chat with you next week. I’m still working on getting the letter signed and down payment – one of the challenges of managing this project for the city, but not being part of the Fire Department (and then having Gresham Fire be leasing the property from Rural Fire District 10). So working with our legal team and insurance company to get all of the details nailed down, so understand if you want to wait until that is in place. I assure you it will happen, it’s just a matter of getting everything lined up on our end. But if chatting next week still seem doable, let me know some options that would work for you, and let’s see if we can’t make some time work.

Hi Ray,

It sounds like you talked with Peter Graves, the Gresham Fire captain currently in charge of the Gresham Fire Training Center. As the needed follow-up investigation is outside the realm of expertise our Fire department staff usually deal with, and with the potential implications this has for soil and groundwater, I have been asked to manage the follow-up work on this for the city.

I am just starting to gather information now and get an idea of the scope of what we might do, as well as what this might cost. I think we would want to do the investigation and clean-up under the Voluntary Cleanup Program, so I am hoping you might be able to help provide me with a few pieces of information:

  1. Any recommendations on contractors who usually do this type of work. It looks like DEQ had Apex provid3e assistance on the preliminary assessment, and I also heard Apex assisted Clackamas Fire as well. Just curious what all they assisted with, since I’m trying to figure out if they were the lowest bidder, or simply the best local choice so easy to sole source (or perhaps the project scope was low enough sole source was possible).
  2. An estimate of what DEQ oversight costs might be

 

Any guidance you can provide would be great, as I am just starting to scope out what the next step in this investigation ought to look like.
