The Newberg City Council met on August 7, 2023 and took the following actions. Approved: Resolution 2023-3907, Resolution approving the purchase of a 2023 John Deere 544 Front End Loader from Pape Machinery, in the amount of $211,472.00. Resolution 2023-3901, A Resolution awarding FY 21-22 Affordable Housing Trust Funds for a Time Sensitive Grant to North Valley Friends Church - Peace Trail Village of $16,755. Amended as detailed below. In other business: Heard July department activities report from City Manager. Heard presentations Downtown Newberg Parking Study and Street Seat Program Renewal from Planning Manager Clay Downing. Gave direction to Planning Manager Clay Downing to return to the council with a resolution to extend the temporary Street Seating program for another 3 years, modify allowable height of street seat rails, and which brings the program to City Council for consideration of immediate termination when city’s downtown parking occupancy reaches or exceeds 85% peak occupancy. Made changes to Resolution 3901. Councilor Yarnell Hollamon made a motion to give North Valley Friends Church until January of 2025, amended to December 1, 2023, to raise 1.1 million dollars in funds for the project, at which point they would receive the funds. If they fail to do so the Council will return the funds to the Affordable Housing Trust Fund to make them available for a new round of applicants and the applicant must reapply for future available funds. Discussed appointment of a volunteer Council member to the Public Art Council committee to approve artwork for the Downtown Sculpture Project. Robyn Wheatley volunteered for this position. Discussed extending a letter of friendship to CPRD and Dundee from the current City Council to improve relations between these entities.
