I understand what PGE is trying to do by having customers agree to reduce load during an event in exchange for payment. However, I just read the first 2 pages of your attached agreement and I don’t think Gerald or Dan H would agree to this. I’m not sure this is what you and I discussed in person when you came to me with the proposal the other day. The agreement specifies that -we will shut down our WWTP when asked by PGE and does NOT specify that shut down is optional, -eliminates PGEs liability for the equipment you would install, -refers to another document (schedule 26) as terms of agreement which is not attached, -does not specify what payment amounts or methodologies the City would receive for the shutdowns we’d be giving you. Unless it’s in the Schedule 26 document? These are just things I see from the initial read. I don’t think the City is interested in this. I’ll forward your proposal to Gerald (cc), but if we don’t hear back from him I think you can assume he feels the same. Sorry!
