As a follow up I wanted to get some clarification.
In the past Brenda requested we send a permit request for any maintenance of our facilities, for example accessing a Handhole or Pedestal for maintenance or splicing work; after a month or so t she then said we only needed to submit a permit for construction work only and not for general Maintenance of our facilities.
Going forward what are the guidelines for obtaining a Permit?
On any given day we may need to access several different Handhole’s and or Pedestals throughout the day.

Good Afternoon Michael,
I received information pertaining NorthSky working on behalf of MMC out on 226 Ridings without a permit, and was wondering if you were aware of the work taking place. Please read email below. Let me know on your findings.
As a friendly reminder all franchises are required to obtain a ROW Permit within the City as to section 1.15.2 of Molalla Standard Specifications for Public Works.
1.15.2 Plan Check and Permits
c. Utility Construction Permit: The construction, repair, maintenance, or replacement of all other utilities located within a public right-of-way or public easement, including but not limited to, power, telephone, gas, and cable television shall be required to submit for plan check and obtain a Utility Construction Permit.
d. Right of Way Permit: For all other work done within the Right-of-Way that blocks, partially blocks, hinders or impedes the flow of traffic, cyclists, or pedestrians, a Right of Way Permit shall be required.

Sam, I took care of this immediate issue, but when you have time can you help us look in to what happened:
-Customer Zach Boxford, 226 Ridings, called complaining Northsky was blocking their driveway.
-I looked up permit log – no permit that I could see.
-Looked up locate tickets, found 20187994, Northsky working on behalf of MCC. I called Marc Long, the Northsky Superintendent listed on the locate ticket, 971-940-9658 and asked that he check on his crew as complaints were coming in. He agreed.
-I called Zach back and told him what was happening, he then informed me that (a) he works for MCC and so would handle it from their end. I promised we would look in to how this happened on our end.
-So long story short: is Morthsky working without a permit at 226 Ridings?
PS, Zach mentioned his wife is on the planning commission. Not that this matters.
