Gary,

The state would have the exact same requirements for traffic control that the city has. We both base traffic controls on the Manual of Uniform Traffic Controls. The method of having the workers “watch out” for pedestrians, while they work – doesn’t work and its not safe. We can’t rely on the workers to pay attention to the pedestrians, that is why we put traffic controls in place prior to working. The City communicates regularly with ODOT for work on Hwy 213 and 211. Loretta and I work closely together to help each other out.

I was thinking it was state right of way because we had to move the duct run @ Safeway when they built Safeway as years ago the states engineers figures were off & road & all had to be moved to the south. We will do our best to work with the city.

I think its both the state and city in most areas. The road, curb, and sidewalk are the states, but the utility lines under the street are the city’s so it’s a strange place. ODOT doesn’t seem to come out here much so they don’t really look out for us.

The Manual of Uniform Traffic Control Devices (MUTCD) is the guide book for this situation. But if you close a sidewalk – you need to detour the pedestrians around with signage. We don’t want anyone parking on the sidewalk unless it absolutely can’t be avoided.

Here is an example of what NOT TO DO. NSky is parked on top of the asphalt pedestrian walkway on West Main – by Dixon. There is no signage to let pedestrians know to cross to the other side of street or “sidewalk closed.” We need to have traffic controls in place for all modes of travelling public – driving, walking, biking, etc.
