My only question is bypassing the ballast approved in the electrical code? If so and there will be no harm to the fixtures or bulbs then I would say OK to the change. I don’t know enough about electrical to say one way or the other. The other thing that would be good to know is how much does new fixtures cost.

Gerald, Shawn found an electrician who can swap the rest of City Hall out to LEDs by bypassing the ballast, his quote is attached. You had asked for this quote, tracking on WO#11546. This is an industrial electrician with a good track records for us, and is the primary electrician for Woodcraft Industries. I can have him do this in the maintenance budget if you like, I would do a PO with a cushion, $2000.
