Watering down the streets is to prevent stirring up of ash by vehicles. We also didnt completely scub the streets, right? If everyone is washing down their properties then we have a storm problem and potentially a water supply problem.

Gerald, I passed the instructions you gave, with the addition that if they are asked why we were able to water down the roads, THAT water was planned by the EOC (which you are a part of). But we do not have enough water planned for everyone to wash.
