Note. Regarding the Public Assistance: Debris Removal Tips Fact sheet just sent out - The Alternate Procedures Pilot Program (PAAP) for Debris Removal only includes regular time and overtime for applicant employees for debris removal. All other FEMA PAAP is not applicable and has been discontinued, such as the increase federal share for debris removal. Sorry about that.

All Attached are FEMA Public Assistance Policy regarding Debris Removal and included is the DEQ Fact Sheet. As you are aware we are working on guidance to distribute this week regarding the Joint Preliminary Damage Assessment for Public Infrastructure to include debris removal to follow up on the Governor’s request to add FEMA Public Assistance federal financial assistance for Category A, Debris removal and permanent work categories. Realizing that some areas may be starting debris operations, attached is FEMA Public Assistance guidance for your reference. Documentation is key for future reimbursement if designated for Public Assistance.

Key – for Private property debris removal eligibility (PPDR) the applicant must demonstrate (see attached FEMA PA Private Property Debris Removal)

1. Legal Authority

-Certifies that is has legal authority and responsibility to remove debris from private property.

-Cites all applicable sources of authority (law , ordinance, code, contract, etc.) and

-Agrees to indemnify the United States of any claim arising from debris removal.

2. Public Interest – Applicant must demonstrate the PDR was in public interest (public health authority or other public entity that has legal authority to make a determination that disaster –generated debris on private property constitutes an immediate threat to life, public health or safety, or to the economic recovery of the community at large.

FEMA Approval prior to work is not required, with the exception of commercial property. Potential Applicants (state, local, tribal governments, special districts) should be provided all the appropriate guidance info and should be advised that work must comply with the requirements and provide necessary documentation to be reimbursed for eligible work.

From the PAPPG:

“With exception of debris removal from commercial property, the Applicant does not need to wait for FEMA approval to start work. However, for the Applicant to receive PA funding, FEMA must determine that the PPDR work at each property is eligible.”
