Here’s today’s update! Please keep letting us know how we can assist you, and if there are any particular topics or questions you’d like to be addressed.

Non-Congregate Sheltering (NCS) and Feeding Extensions: Many regions/recipients have been interested in NCS and feeding extension approvals of more than 30 days. This has gone to HQ, and today they let us know: “NCS guidance specifically states that, “Regional Administrators should approve non-congregate sheltering in 30-day increments, or less if a re-assessment determines there is no longer a public health need, but not to exceed the duration of the order of the state or local public health officer.” With that said, the 30-day approval period is not tied to law or regulation, however, the agency was responsible for setting the NCS guidelines. The 30-day increments established an internal control where a SLTT would need to request an extension with a reassessment to justify continued need for NCS. This allows a Region to identify if a NCS is not operating within the established criteria and correct, if needed. We also have a transition of NCS to HUD funding which is in progress, especially for homeless individuals. We also do not know if an additional supplemental will pass where the agency may decide that there is no longer a need for FEMA to fund NCS. Although an extension every 30-days causes some additional work to review and respond, the reconciliation and closeout should be less burdensome. The policy for the Purchase and Distribution of Food specifically states that “SLTT governments may request a 30-day time extension from the Regional Administrator (RA) with documentation showing continued need.” As you know, there are many other funding sources for food and nutrition which ICD is working through the RSFLG to map. Our goal is to develop a potential transition of funding for feeding with those other federal agencies.”

Title 32 extension: We received word today that the Title 32 extension has been approved to 12/31/20 at 75% federal share. We’ll provide any other relevant information we receive ASAP.
