Subject: RX Public Assistance COVID-19 FEMA Daily Update 7.29.2020

Good afternoon,

Here’s today’s short update! Please keep letting us know how we can assist you, and if there are any particular topics or questions you’d like to be addressed.

Continuing discussions on Category B eligibility: There continue to be questions about eligibility of various costs under Category B, and we are in pretty regular communication with HQ and the other regions as questions come up. FEMA HQ has been consistently providing answers to policy questions that distinguish eligibility of Category B measures based on whether the activities/costs in question are in direct support of otherwise eligible work. Costs such as PPE, cleaning and disinfection, providing governmental/essential remote services and others have been determined to be eligible only if they are related to otherwise eligible EPM, such as EOC operation, medical care and first responders. So far we are seeing this determination consistently in response to specific questions, and HQ has let us know they are working on new guidance to this effect. Our understanding is that the new guidance will have an effective date, and will not be retroactive. At this time, we are continuing to look at costs on a case by case basis in accordance with current guidance; please let your PA lead know any specific questions or project needs you may have, and we will keep you posted on further developments.
