Thanks for the edits. Attached is the final draft of the NHMP addendum that should be used for public comment/engagement. I have also attached draft language to use for your press release. FEMA prefers at least two weeks be provided for public comment. Can you place the plan on your website for public comment? Most communities provide a link or comment form on their website to allow for public comment. Many communities also provide an announcement via social media (Facebook, Twitter, etc.).

I will provide the plan to the Oregon Office of Emergency Management today for their review, they will take 2-3 weeks to review their plan. During that time you could run your public engagement process. Once the public engagement process is complete and OEM has completed their review we will provide the plan to FEMA for their approval. Once FEMA has completed their review and provided approval pending adoption you can schedule the plan for adoption by your City Council.

Please let me know if you have any additional changes to the plan, if you have any additional questions, or if I can provide anything else at this time.

Once you have placed the plan for comment please let me know and/or send me a copy of the listing or link to a URL. We will use this for documentation to FEMA and place it in Attachment B.

EQ1 – New PD building to be built and not seismic upgrades scheduled at this time for City Hall.

FL1 – SDC’s and rates for now. Update storm master plan scheduled to begin in 2021.

FL2 – New PW standards require detention to predeveloped (presettlement) rates.

LS1 – Not feasible due to cost and regulatory burden to relocate intake.

The only item left before public comment is to prioritize your actions (Table MO-1). Please take a look at them and let me know which are your top 2-4 to focus on over the next 5 years. They have been listed below for your convenience:

MH #1 Develop public education programs to inform the public about methods for mitigating the impacts of natural hazards.

MH #2 Continue to integrate mitigation strategies into existing regulatory documents and programs, where appropriate.

MH #3 Improve vegetation management throughout the city.

MH #4 Identify and map out evacuation routes for all hazards.

EQ #1 Conduct seismic evaluations on City Hall/Police Building for implementation of appropriate structural mitigation strategies.

FL #1 Obtain funding for implementing recommendations outlined in the Stormwater Master Plan.

FL #2 Minimize overall impervious cover and disconnect impervious areas.

LS #1 Identify and locate a secondary location for the water intake system and move it away from the hillside.

I’m following up on a communication from July for assistance to be provided to Molalla for the 5-year update of your Natural Hazards Mitigation Plan (NHMP).

The County is funding these updates with a FEMA Planning Grant to have Michael Howard with the University of Oregon’s Partnership for Disaster Resilience provide the technical assistance to help cities with the coordination, review, and meetings to get this process accomplished.

I’d like to offer any support or coordination from the County to assist Molalla in convening their Mitigation Plan Committee and scheduling this meeting with Mr. Howard to complete the update in conjunction with the County’s current NHMP update cycle. As a reminder, a current NHMP is required to be eligible for FEMA hazard mitigation assistance.

We are expecting to deliver our draft NHMP for state and FEMA review by the end of September. Our hope is to have our NHMP adopted and approved by the end of the year and before the closing of the 2018 FEMA mitigation grant application period, which closes on January 31st, 2019.
