Good afternoon,

Happy Tuesday! We hope everyone had a wonderful and relaxing holiday weekend. Here’s the update for today! Please keep letting us know how we can assist you, and if there are any particular topics or questions you’d like to be addressed.

PNPs that may be ineligible: We are starting to see some RPAs for PNPs that are likely ineligible. We have established a process for these PNPs that we hope is helpful and will limit the need for determination memos. These applicants will receive an email that says that it appears they may not be eligible for assistance, and that they can provide additional information that may help us determine that they are eligible, or they can withdraw their RPA. If they do neither, we will prepare a DM through the standard process.

Unsolicited emails from contractors: We have seen a number of marketing messages to applicants from contractors, some of them going so far as to imply that FEMA has assigned the contractor to the applicant. Please be assured that, as always, FEMA will not suggest, endorse, recommend, approve, assign, direct or otherwise have any involvement in grantee or applicant decisions to hire contractors to perform PA program related work for them. Grantees and applicants should be aware that like all PA program funding, there are important documentation and procurement requirements, as well as funding caps and eligibility considerations, for management costs. Please let your PA lead know if any assistance in navigating these requirements is needed.

Recording Now Available for ASPR TRACIE Webinar: HHS ASPR’s Technical Resources, Assistance Center, and Information Exchange (TRACIE), in collaboration with the HHS/FEMA COVID-19 Healthcare Resilience Task Force, hosted a webinar on May 22, 2020 on Funding Sources for the Establishment and Operationalization of Alternate Care Sites. Interagency partners discussed various funding options for establishing ACSs, the operation and ongoing administration of ACS, and for direct patient care costs. This webinar provided additional information based on the ACS Funding Summary: Establishment and Operationalization tip sheet. The presentation and link to the webinar are now available. The title page of the presentation includes a link to the recording. Please note: you will need to enter your name and email address to access the recording.
