Hi Andy,

Here is a response to your questions.

  1. 1. How many gals/day discharge is expected: 80-200 gallons, one day a week
  2. 2. How long will the unit be on site: About four hours, with three of those hours being for shower operation and the other for setup and breakdown.
  3. 3. Will water for the unit come from the hose bibs at 209 Kennel? Yes. And that hose bib currently does not have a handle installed so that would need a temporary crank to open the water.
  4. 4. Can you confirm the only discharge will be grey water from normal shower use? Confirmed. Molalla Cares has rented portable toilets to that site already so if people using showers needed a restroom, those are available on site.
  5. 5. Who shall we contact if we have issues with the sanitary discharge? Emergency Operations Center Operations division. Specific contact persons in EOC Operations can be provided as well. Joseph Marek or Eben Polk – 503-650-3325. Vahid Brown would be the working contact.

Hello Joseph. The Public Works Director has the authority to allow you a temporary discharge. It’s so rare that we have no formalized permit application, so if you can just answer these few questions by email for me, I’ll get a letter drafted to get you going. Sound good?

I’m trying to facilitate the use of a portable shower at the warming center at 209 Kennel Avenue. The trailer has a very small storage tank, so we’re looking at a way to discharge into the sanitary sewer system. I understand from Dan, we need a permit from the City. Is there a permit application that we need to fill out or what is the best way to move this forward.

Joe – We cannot allow grey water to be drained into the storm system per MMC 13.08.480. The two options you have is to contain the grey water or obtain a temporary permit to drain into the sanitary sewer. We will not charge for the permit. Our Operations Supervisor, Andy Peters can help you through the permit process if you choose to go that route.

Thanks for getting back to me. The unit has a small holding tank – good for about 15 showers. Currently, the grey water has been drained into the sewer system. Would that be an option at the propose location?

Hi Dan and Gerald,

Joe Marek here – I hope you and your families are well. I’m helping out in our EOC during this emergency. The County has access to a trailer mounted shower operation and we are interested in placing it at the warming center site at 209 Kennel Ave. in Molalla. My understanding is that some shower access for houseless individuals has been suspended during the COVID emergency. Vahid Brown, who helps our houseless vulnerable population has been in contact with Leota Childress about this proposal.

The trailer would be brought to the site once a week for several hours and there would be volunteers operating the shower system and cleaning it after each use.

I want to check with both of you to see if there are any permits needed or issues/concerns that would need to be addressed prior to deployment.
