FEMA Public Assistance (PA) is available to state and eligible local, tribal governments and certain private nonprofit organizations in all counties in the State of Oregon. The Public Assistance Program provides Federal financial assistance at a cost-sharing basis for emergency protective measures taken to respond to the COVID-19 emergency at the direction of guidance of state, local, tribal and territorial public health officials. The incident period is from January 20, 2020 and continuing.

This email is to provide you with a synopsis of the information coming from Oregon Emergency Management.

STEPS FOR REQUESTING PUBLIC ASSISTANCE

  1. 1. Read the attached document titled COVID-19 RPA Instructions from the State.docx. This document provides you with what is required to submit your Request for Public Assistance (RPA).
  2. 2. Complete RPA documents (attached)
    1. a. Request for Public Assistance (RPA).pdf
    2. b. 3429 EM Damage-response Inventory OR.xlsx
    3. c. *RPA questionnaire PNP Only.pdf *ONLY COMPLETE IF YOU ARE A PRIVATE NON-PROFIT ORGANIZATION
  3. 3. Submit your RPA package to Oregon Emergency Management by emailing your documents to Julie.slevin@state.or.us, copying dan.gwin@state.or.us

 

BUDGET PERIOD

The incident period is from January 20, 2020, and the ending date has not been determined. Submit your costs/or estimated costs to be incurred as a direct result of activities that fall under category B COVID response as soon as possible using form 3429 EM Damage-response Inventory OR, as it will assist the state and FEMA with a preliminary scope of projects and costs incurred.

ELIGIBLE COSTS:

Under the COVID-19 Emergency Declaration, FEMA may provide assistance for emergency protective measures including, but not limited to, the following:
