Subject: RX Public Assistance COVID-19 FEMA Daily Update 4.2.2020

Good afternoon,

Updates and other efforts underway:

NEW! Temporary Medical Staffing for Medical Care Temporary Facilities and Expansions: FEMA may provide assistance and approve funding for an initial 30 days, from the date that the facility is operational, as an immediate need notwithstanding that another federal agency may have funding or the services may be covered by another source, including private insurance, Medicare, Medicaid, or a pre-existing private payment agreement. FEMA Regions will re-assess before the end of the 30 days and may grant another 30-day extension as warranted. FEMA cannot duplicate funding provided by another source, and will reconcile final funding based on any funding provided by another agency or covered by insurance. Applicable requirements for force account labor also apply, as do requirements for contracts under Federal grants.

NEW!FY20 Q2 PA QPR Exports- Not Required: The Office of the Chief Financial- Field Base Operations (OCFO) just sent notification to our RECOVERY partners and we should hopefully also see similar communication for the HMA QPRs. OCFO will not require the FY20 Q2 Public Assistance Quarterly Progress Reports(QPRs) to be submitted. OCFO will send out FY20Q3 QPR exports during the first week of July and they will be due back on August 15, 2020. Further guidance on this subject will be emailed out to all state partners, from the RX closeout team. Summary: This is helpful to existing HMA and PA subrecipients pre-COVID 19.

Community Based Testing Sites (CBTS): This information is still being finalized, and will be distributed to state partners at a later date. Public Assistance has been coordinating with the Community-Based Testing Sites Task Force who will be working with states that have federally supported CBTS locations to transition these sites by April 10.
