I had a couple of folks email me and ask additional questions of what we are doing at the City of Portland. This is an email I just recently sent out…. I just thought I’d share this in case it could be of benefit to others.

As you by now have heard, the Governor has issued Executive Order 20-12 which can be found on the Oregonlive.com link https://www.documentcloud.org/documents/6817687-Stay-Home-Save-Lives.html

The governor’s announcement specifically exempted construction and manufacturing, two economic pillars, which may continue operating so long as they “ensure that their employees are maintaining social distancing measures.”

What does this mean for our city staff in the field? We have been in close contact with the PBOT Director and the Mayor’s office in answering this question. Please know that we value your safety more than anything. If you feel uncomfortable with the order to continue working, please discuss with your direct supervisor. Notification will be going out to contractors explaining that PBOT does not intend to stop work on Construction projects. On both CIP and permit projects, it will be up to the contractors to decide for themselves if they want to continue to work or stop. For CIP projects, they could request time under the contract.

That being said, if our contractors are continuing to work, we need to continue our inspections and other work in the field. Our field staff is considered essential, in that we are an essential part of the contractors being able to work and getting the contractors paid regardless of whether it is a CIP or permit project. All field staff are directed to continue with inspections as required in our procedures and protocols. Please make sure to maintain all of the safe standards and social distancing protocols as recommended by the CDC that have been relayed to you, including:

Some of you may have gotten this from ODOT, but if you didn’t. . . . .

In Portland we are continuing construction and inspection on our capital projects. (We should have a notification going out this afternoon.) Most contractors are wanting to keep working and we will continue to work with them whether it is a permit or capital project. We have also had a few who either want to shutdown their job or postpone starting and that is fine with us as well.

I think it is great to have this many folks in communication sharing what they are doing.

Our reading of the Order is the local agencies are exempt from the order, to the extent they can maintain the social distancing requirements outlined. Therefore, our position in Lake Oswego is that we keep working on all thing as before – all of our projects are up and running in construction and design, and we are providing similar services for any private projects still working.

Thanks for the information you provided below.

Beyond our forum group I’ve added a few other people I know to this email.

How are others handling active construction sites; does APWA Oregon have any guidelines? My reading of the state’s stay-at-home order is that it excludes road construction projects; does it also exclude utility improvements? We have two projects just getting started, and two more going out to bid soon. I’ve instructed PM’s and inspectors to maintain a 10-ft distance from site foremen and workers and to hold either virtual project meetings or meetings outdoors with proper spacing.

Also, does anyone know what the city’s PM’s and inspectors responsibilities/roles are if they observe the workers not maintaining the social distancing recommendations?

It is incredible how quickly our lives have changed. Some of our jurisdictions have shut down, others have remained open to the public. Here in Clackamas we have closed our buildings to public access, but our department is still working.

Figured I’d share a few things we have done in case it gives you any ideas- please share yours as well.

· Maintenance has broken into two shifts, each arriving an hour apart. This will hopefully avoid mass gatherings in the facility before heading out for the day, and upon returning.

· Fleet is already on 2 shifts- we run a regular night shift so our mechanics are already split into 2 groups.

· Most people who can telecommute (actual work to do, have a laptop with remote access), are telecommuting.

· When we were open to the public on Monday and Tuesday, we taped the floor and set up barriers to keep the public at a distance from our counters. We had many signs up encouraging people to not come in the building and instead call or email us.

· Procurement (a separate department unfortunately) might not advertise anything new for us. I’m hoping they will- consultants and contractors can likely continue to work unless a building moratorium is enacted by the Governor. We have a paving job out for bids right now and we’re hoping the price will be good.

· I spoke with a few consultants, including one who is active with ACEC. Consultants are still ready to work. He offered 2 requests- first, allow documents to be electronically signed/submitted rather than wet-sealed. Second- give a little more time in your completion requirement- they are accomplishing a lot with on-line meetings, but they are slower and take up more time. We shouldn’t expect their work to be as efficient as it would be normally.
