Gents, thinking about our conversation yesterday and the concept of Kate Brown shutting us down with home-rule: we might consider distinguishing between ESSENTIAL services (and employees) and COMPULSORY MINIMUM services. Obviously everyone is essential, or we wouldn’t have them. But if it came down to it, not everyone is needed on site all day in order to meet our COMPULSORY MINIMUMS SERVICES obligations, which are these 9 things. Just my thinking ahead. I haven’t run this by the crew, but I don’t think I’m missing anything.

  1. 1. Chemical day tanks at the plants – remain non-empty
  2. 2. Scada checkin by laptop from home for each plant
  3. 3. Locate tickets, 1 person, 4 hours/day
  4. 4. Composite sample and lab setup at the WWTP: 2x per week
  5. 5. Bac t samples in the distribution system, 1 person, 1x per week
  6. 6. Supervisor to do DMRs, state reporting
  7. 7. Monitoring the duty phone – because if City Hall closes, all incoming calls eventually get routed there
  8. 8. Respond to callouts (ie lift stations, plants, police)
  9. 9. All other PW employees monitor their phones
