Good Evening (or Morning),

 

This evening or Last night I was on a two hour conference call with the governor’s office and mayors throughout the state. The discussion centered around (1) slowing the transmission rate of COVID-19, (2) expanding hospital capacity, and (3) family impact - economics and childcare support. We were presented with several ideas Governor Brown was reviewing with her team, many of which have been implemented earlier in the state of Ohio. After her review of these options we each discussed our recommendations and weighing our options regarding:

 

To Slow the transmission rate of COVID-19

➡️ Whether to close bars and restaurants, shorten business hours, or mandate takeout/drive-thru only. Several restaurants have already started making moves toward this. Decreasing food orders and bringing in additional supplies to provide to go orders. It was strongly suggested to adjust operating hours for bars and not just out right close them.

 

➡️ Lowering gatherings to a benchmark of 50 and/or consider cutting occupancy of establishments to half their capacity, making social distancing easier to achieve.

 

Expand Hospital Capacity

➡️ Inputting measures like this to lower hospitalization rates and reducing impact on healthcare systems. All of the measures and discussions are about slowing the spread. If there would be a spike in the spread of this virus, our hospitals may be overwhelmed which could be devastating to many. We absolutely want to prevent this from happening. That is why the conversation on social distancing and encouraging less personal contact.

 

Family Impact

➡️ Whether to mandate or strongly recommend said decisions. Many of the Mayors cautioned about mandates and decisions that resulted in less than 24 hour course corrections. Our businesses need time to figure out how to implement changes, order new supplies, and scale back on current inventory. Also the impacts of potential job losses and how to manage with school closures that may run longer.

 

➡️ I have reached out to several Church leaders about them lending a hand to provide childcare for families. They went to work on this over the weekend. Some businesses in Canby are working on changing shifts, split shifts, etc. One business is opening their business up for all day child care support.

 

The financial impact of these decisions were heavily considered, as well as financial support that businesses may need as a result of the governor’s final decision. Some options being considered are expanding unemployment benefits, small business loans, among other ideas.

 

I want to ensure our businesses are prepared for this and that they ultimately thrive. Governor Brown is poised to make a final decision on this sometime tomorrow/today. I pray it is a decision that balances the need to control the spread of the virus and the survival of small businesses here and across Oregon.
