Please see information below from OEM to clarify who and how to file for assistance relating to COVID-19.

FEMA REGION TEN UPDATE 3-27-20 I’ve made comments in red below.

Here’s today’s update! Please keep letting us know how we can assist you.

RPA Coronavirus Rumor Control: It has recently come to our attention that there appears to be some misinformation circulating about how to request PA assistance. This has resulted in Applicants contacting FEMA directly, rather than going through their State EM representatives. We have been re-directing potential applicants to their State representatives for further clarification on RPA. In addition, we (OEM) have also been receiving questions if FEMA reimbursements have to go through the County. The answer is no, each state, local, tribal government and certain Private Nonprofits that have incurred or will incur costs as a direct result of responding to the COVID 19 event, must submit their own Request of Public Assistance, to be considered for FEMA Public Assistance.

Non-congregate sheltering clarification NEW!: Jurisdictions are doing and considering a number of options to solve a variety of problems. We are anticipating some additional fact sheets/FAQs to come from HQ in fairly short order that will have some more details, but here is a quick clarification of some different scenarios:

• * Non-congregate sheltering: Hoteling or a similar solution for existing shelter residents or other folks that the jurisdiction has legal responsibility to provide. Requires pre-approval or a waiver from FEMA in addition to meeting standard Category B requirements. Please contact myself or Dan Gwin for preapproval process

• * Additional space for existing congregate sheltering: buying, renting, building to add space for existing shelter residents so physical/social distancing guidance of public officials can be met. This will generally be eligible subject to standard Category B requirements and does not require pre-approval.

• * Alternate Care Sites (ACS)/quarantine/isolation: buying, renting, building to create quarantine/isolation spaces for folks who do not need to be in the hospital but do need to be separated from their fellow humans. This is currently considered non-congregate sheltering and requires pre-approval or a waiver from FEMA and must meet standard Category B requirements. Jurisdictions can do this themselves and seek reimbursement, or they can seek Direct Federal Assistance. USACE is available for assessing sites and planning at 100% federal share and they also have standards plans available for converting hotels and other facilities available at no cost: https://www.usace.army.mil/Coronavirus/Alternate-Care-Sites/ . USACE assistance for converting or constructing facilities is available at a 75/25 cost share. Other Efforts underway: There are several documents in the last stage of review from HQ, and when we receive them we will distribute accordingly. The fact sheets and FAQ guidance will cover emergency medical care, non-congregate shelter, and PNP RPA. We are actively working to ensure adequate training support for FEMA, Recipient, and Applicant staff on Grants Portal, and appreciate your patience. GP will be closed tonight from 10pm-2am for maintenance.
