In this case a Rider is fine. The city is technically on the hook for the construction in ODOT R/W. The program is on reimbursement basis and I will not pay until final inspection buy off.

Can someone tell me if dual oblige rider in lieu of the bond that has already been issued to the City will be an acceptable option? If a separate bond is needed, we need to know the amount?

Hassan is correct there was an agreement with Michael a while back – if the district wants to change back to a permit we can. But as I stated before ODOT needs to be named on the insurance and the Bond. ODOT will need to know the dates the sidewalk/lane closures will occur (both district and myself) for notification/inspection purposes (at least one week ahead of time). I also believe the project will need to fill out a Mobility Notification form (for 211) that can found on the ODOT Local Agency web page. We will also need to see the TC plan with sidewalk closure and re-routing for pedestrians for this specific location.

No we don’t, initial contact with Michael Keyes during the design process reveals no permit is needed.
