Good morning,
I read this e-mail on Saturday and for the record, I called Jenn and Dick Eagle, left a message for both of them (Dick called back we conversed) and suggested to both of them keep the existing asphalt base to maintain structural strength as opposed to removing it and replacing it. Build the crown up to 4” and slope to 2” at the gutter. This will eliminate the grinding cost and replacing the asphalt. We estimate the asphalt increase of 250 to 350 tons for a total of $18,750 to 26,250. This street is a local street with no more than 1,000 ADT. In our opinion, we can achieve the same results with this approach and keep the cost down.

I spoke with Dick on the phone and the City will approve the change order work.
We agreed to
· edge grind 2” for the 6 feet and pave back 2” & 2” overlay
· grind 3” in the travel lanes pave back 3” & 2” overlay
· We will do a roll test to determine if dig-outs for stabilization are needed prior to paving
· There will be fabric for paving separation as you mentioned below

Hi Hassan,
Dan and I went out to Heintz today looking at the planned dig-outs. The actual pavement failure well exceeds the planned dig-outs and extends from N Molalla to Grange. Our proposal is to do the following:
1. Prep trenches
2. Continue to grind 2” at curb line for 6 ft
3. Grind center roadway 3” for 28 ft
4. Place fabric for separation with in the 28 ft
5. Pave back 3” of PG 64-22, Level 3
6. Overlay 2” as planned
I believe this will save time and cost, and produced a better product for the City.
