If the fill on the lots is in excess of 1-foot, they need to demonstrate that it is structural fill. A final geotechnical report needs to be submitted to the City noting any special requirements that needs to be taken into consideration during the house building permit issuance.

Morgan,

This issue is more than a concern. The grading displays are good information, however they do not match what is shown on your current grading plan. The approved grading plan matches in to existing over 10 from the fence line and is only a foot higher than. In addition, we don’t typically see builders re-grade the entire site, other than for the home foundation and driveway.

When on site earlier this week the lots did not show a noticeable slope towards Julie Lane. They appear to be flat and with standing water in areas. We need to see how this drainage issue is going to be addressed. Here is a recommended solution from our engineer that the City is in support of;

install a “french drain” system or a swale with a ditch inlet structure at the low point along the back of the lots and connect to the nearest storm drainage system. It needs to be ensured that the home builders or the home owners will not fill it. It needs to be in an easement shown on the plat.

As the inclement weather is approaching fast, this should be addressed timely.

In regards to your more recent email attached. I believe the home owner has raised a valuable concern. Over time this will create a natural drainage thru erosion towards the drainage are to the west. You can see this on your grading plan and visually onsite. I plan to reach out to the home owner again and verify if the standing water is a new issue or existing. In all, as I stated in my previous email, per 21.70.100 of the Molalla Municipal Code

Excavation or fill shall not create a slope that causes surface drainage to flow over adjacent public or private property in a volume or location materially different from that which existed before the excavation or fill. Surface and subsurface drainage caused or affected by changing of grade or uncovering subsurface sources such as springs shall be collected by an approved means and carried to an approved discharge point. (Ord. 2010-15 §1; Ord. 2010-04 §1)

Thank you for sharing information with us about a concern from a neighbor at Big Meadow subdivision. Please see the attached graphics which represent the type of lot grading which will be completed during home construction. I believe they illustrate how surface water will drain from Lots 572-578 toward the public right-of-way, Julie Lane, and not on to an adjacent property. I also understand that the site grading that has been done to those lots left them sloped from rear to front, so surface water flow occurring from now until home construction should also go toward Julie Lane. As the representative of the developer I’d be happy to meet with you or the concerned property owner to discuss this as needed.

As stated in my previous email attached, the City has a concerned resident who resides along Medowlawn Place regarding the difference in grade elevation between the new development and the existing grade on their property. As shown in the attached photos, the grade difference appears to be as high as 2-feet in some areas.

As shown in the Grading Addendum Plan Sheet C8_R2, the home sites (Lots # 578 – 572) are matching into existing grade sloping downward towards the west, with an elevation change of 1-ft approximately 10 or more feet from the south lot line. This is not what I currently see on site.

Please let me know how you plan to address the elevation and drainage issue along the south property line of the Lots # 578 – 572. No non-point source surface water shall drain from the proposed home sites onto the existing adjacent properties per 21.70.100 of the Molalla Municipal Code.
