Hi Ken,
Here’s the Oregon Bike & Ped Design Guide that discusses shared roadways for cars and bike 25 mph and under. See 1-5 thur 1-6. As you mentioned sharrows can be used in the wide shoulders to designate the areas for bikes.
The entire design guide has good information for both Bike and Ped.
